Base flow The natural recharge of groundwater to a water body
Berm (Road Berm) The part of the road property between the back of the kerb line (or edge of the metalled road where no kerb is present) and the boundary of the adjacent properties. Generally grass covered in urban areas, and either grass or bush covered in rural areas. 
Bioengineering Design, manufacture, and maintenance of engineering equipment used in biosynthetic processes i.e. the formation of complex compounds from simple substances by living organisms

Charrette  Intensive, collaborative design workshop integrating local community views and professional opinions.
Cleaner production Means avoiding the use or production of environmentally persistent substances, reducing the amount or toxicity of liquid wastes produced that require disposal and reducing the amount or toxicity of solid wastes.

Code of Practice The Waitakere City Code of Practice for City Infrastructure and Land Development, which contains requirements for the construction of Infrastructure that will be passed on into Council ownership.

Community Outcomes

As part of the transitional arrangements of the Local Government Act 2002, Councils can identify Community Outcomes from existing information.  Council used a two year consultation process to develop the 2020 vision statements in the LTCCP.  These are taken as the community outcomes for the City.

District Land Registrar The appointed officer administering the Land Transfer Act 1952 in each land registration district (including the deposit of Land Transfer Plans and the issue of new titles) - usually abbreviated to DLR
District Plan The District Plan is a key component of the City’s strategy for the environment. It sets out the objectives and policies in relation to managing the effects of activities on the environment. Although it has a specific statutory status it is only one of a number of planning documents produced by Waitakere City Council. 
Drainage Easement The path taken by surface stormwater crossing a property; on subdivisions is usually defined by a covenant area or drainage easement; earthworks and impediments to the flowpath are prohibited, and floor levels of buildings are usually required to be 0.5m above the 1 in 100 year flowpath

EcoWater Council’s business unit with responsibility for water, stormwater and wastewater infrastructures
EMAS The Eco Management and Auditing Scheme used by the European Business Community
Environmentally friendly product Any product which results in less pollution to the air, land and water
Environmental Labels Identify products that ease the burden on the environment. Accredited labels include the 'NZ Environmental Choice' label 'Biogro' label
Ephemeral  Transitory or short-lived (e.g. the mayfly is an ephemeral organism)
Erosion To eat into or wear away gradually
Escherischia coli (E. coli) A bacterium common in the human gut, which has been used extensively in biological studies
Excavation Hole, pit, hollow or cavity.

Floodplain A low-lying area which can be covered in water following a given return period flood event

Greenfields Rural land on the urban periphery that is developed for urban uses
Grey water Used water from baths, showers, sinks/basins & roofs that can be recycled

Habitat  The natural home or environment of an animal or plant
Hard engineering Refers to the more traditional engineering methods of damming, piping and channelling stormwater run-off, rather than working with more natural methods, which mimic nature’s water cycle
Hazardous/toxic Anything that has the potential to cause harm to human health or the environment, for example, solvents, batteries and many cleaners

Industrial Ecology Mimics natural ecosystems e.g. wastes from one process serve as a raw material for another process
Infrastructure The term refers to the often unseen network of services provided for the community. Infrastructure that territorial councils provide includes roads, water, wastewater and stormwater pipes, treatment facilities and parks
Instream Refers to values, such as algal concentration, macro invertebrate communities, etc
Inundation  To cover completely with water (may refer to overflow, flood or swamp)
ISO 9000 & ISO 14000 The International Standards Organisation has produced standards for total quality management (9000) and for environmental management (14000) systems; a qualified registrar grants accreditation

Land Transfer Plan Is the survey plan depicting a subdivision of land (and includes a cross-lease and unit title plan) which is certified by Council pursuant to Section 223 of the Resource Management Act 1991. When deposited by the District Land Registrar, it becomes the Deposited Plan (DP) from which new titles are issued
Leachate  Effluent containing contaminants, produced from rain/stormwater percolating through a landfill, which may then discharge to a sewer, water body or harbour
Life Cycle Analysis A process to identify and reduce the impacts of a product at all stages of its life cycle
LINZ  The Government Department (Land Information New Zealand) that maintains the survey system and processes survey plans for approval by the Chief Surveyor
List MPs List MPs are elected on a party list but live in or have a particular interest in Waitakere City.

Macro invertebrates  An animal that does not possess a backbone (the presence of which is used to help determine water quality)
Macrophytes  Aquatic macrophytes include rooted plants (submerged, floating or emergent) present within a stream

Non-contact recreation Recreational pursuits which do not generally entail a person having bodily contact with a stream or other water body (i.e. boating, canoeing)
Non-point source discharge  Discharges from diffuse or not readily identifiable sites (i.e. stormwater run-off from properties over a wide area)

On-line stormwater pond  A stormwater treatment device that is constructed within an existing stream or watercourse
Outliers  Type of weed habit

Recyclable  A product or packaging which can be collected, re-processed and resold as a new product (e.g. in NZ - glass, aluminium, paper, and some plastics)
Renewable  Is something that can be used over and over again with out running out - e.g. solar energy
Resource Consent Permission needed for any specific activity that may impact or have an effect on the environment.

Return period (see AEP) The predicted period (measured in years) that a storm event of similar severity is expected to return
Riffle  A rapid or stream running over a rocky shoal
Riparian  A strip of land (which varies from 5m to 20m in width), which is designated as a protection buffer along the edges of streams, estuaries and coastal margins
