Strategic Direction for Waitakere
Waitakere has six strategies that provide a framework for
planning an integrated and sustainable city for the future.
These 'Best for the West' strategies reflect the long-term
eco city vision and are consistent with the council's
existing commitments, goals, principles and strategic
priorities. They are written with the view they would be in
place for 10 years and reviewed in three to five years. A
set of strategic action plans give effect to the strategies.
These plans are updated more often and inform the department
and section business plans produced for the 10 year plan and
are reviewed each year for the annual plan.
The six key strategies that provide a backbone for the
council's strategic direction are:
BackgroundWaitakere's Strategic Direction outlines the key strategies
and how they provide an integrated approach to city
planning. For example the strategies are linked to
Waitakere's 10 Year Plan,
council activities, national and regional strategies and
plans, and the
Community Outcomes
for Waitakere City.
Waitakere's strategic framework is informed by international
commitments, national legislation and community outcomes.
Goals and principles of the strategic framework support the
eco city vision and the Council develops priorities and
strategies that then inform its various work programmes and
activities.
The eco city vision is a network of resilient, productive
and prosperous communities, living in compact towns and
neighbourhoods, nourishing the environment and celebrating
our diverse and creative lifestyles.


Cultural Wellbeing Strategy
This strategy is currently under development. A
summary
of
the strategy's outcomes has been adopted as part of the
10
Year Plan 2009-2019.
It is anticipated that the completed strategy will be
adopted in September 2009.
The Cultural Wellbeing Strategy replaces the 2003 Strong
Communities platform.

Economic Wellbeing Strategy
An Economic Development Strategy was adopted in 2004. The
2009 Economic Wellbeing Strategy for Waitakere continues the
direction of the 2004 strategy and updates it:
- to reflect the regional sustainability
framework to 'put people at the centre'
- to emphasise the links between growth, social
and cultural wellbeing, environment, transport
strategies; especially in place and profile actions
- to include a leadership role in increasing
education participation and lifelong skills development
- to promote major new initiatives such as the
Northern Strategic Growth Area (NorSGA) development and
New Lynn revitalisation
- to encourage economic activity in the rural
areas
The Economic Wellbeing Strategy was adopted by the Policy & Strategy Committee
on 4 June 2009. A
summary of the strategy's
outcomes has been adopted as part of the 10 Year Plan
2009-2019.
This strategy replaces the 2003 Strong Innovative Economy
platform.

Environment Strategy
The long term strategy for Waitakere's environmental
resources is to reduce its ecological footprint through:
- Reducing carbon dioxide emissions
- Conservative and innovative water use
- Minimising the generation of waste
A summary of the strategy's outcomes has been adopted as
part of the 10 Year Plan 2009-2019.
The Environment Strategy replaces the
2003 Green Network; Zero Waste; and Sustainable Energy and
Clean Air platforms.

Environment Strategy Summary (Size 137K)

Growth Management Strategy
The Growth Management Strategy for Waitakere outlines how
expected growth in population and employment in Waitakere
will be managed, within the opportunities and constraints
presented by the various issues facing Waitakere now and in
the future.
The vision for the Growth Management Strategy is: "Urban
Waitakere will be transformed from a collection of dormitory
suburbs to a more complete and sustainable urban form. Urban
Waitakere will be focussed on three regional centres at
Henderson, New Lynn and Westgate, servicing diverse
residential neighbourhoods, with a rich social, physical,
economic and natural fabric. Waitakere will provide a
contained, compact urban form, housing choice, employment
opportunities, and attractiveness to business. Urban
Waitakere sits within a framework of protected natural
areas, notably the Ranges and the Coast and productive rural
lands and landscapes."
This updated strategy, using data from the 2006 Census, was
adopted in June 2009. A summary of the strategy's outcomes has been
adopted as part of the 10 Year Plan 2009-2019. The Growth
Management Strategy replaces the 2003 Urban and Rural
Villages platform.

Social Strategy
The council has a longstanding commitment to social
wellbeing which has seen the development of many policies
and initiatives aimed at improving the quality of life of
people who live and work in Waitakere. This Social Strategy
for Waitakere was developed to help make a more effective
contribution to improving the social wellbeing of
Waitakere's people and communities. The council also wants
to be open and clear about its role and commitment to social
wellbeing.
The Social Strategy was
adopted by the Policy & Strategy Committee in June 2009. A summary of the
strategy's outcomes has been adopted as part of the 10 Year
Plan 2009-2019.
The Social Strategy replaces the 2003 Strong
Communities platform.

Transport StrategyThis
strategy was first adopted in 2006 and is based on the
Auckland Regional Land Transport Strategy 2005 and
incorporates the Council's transport policies, objectives
and projects. The
Transport Strategy for Waitakere supports
a shift from single occupancy vehicle travel to more
sustainable modes of travel and supports Waitakere's
transition to a more compact urban city.
