Background Documents - Terms of Reference
This report describes the Council's overall framework and how stormwater
management is included within the Green Network Strategic Objective, ensuring
that it is dealt with in a holistic manner.
It also outlines the various structures of the Council, from parks
maintenance to road management, which contribute to the integrated management of
stormwater under common objectives.
The three-yearly cycle of financial planning and strategic review, which in
turn, provides the broad parameters for the Council's Annual Plan and Annual
Report is also outlined.
The role of key documents, including the Council's strategies on Parks,
Economic Incentives and the Water Cycle, and its Proposed District Plan are
briefly discussed, along with other documents such as Council's Parks, Roads and
Stormwater asset management plans.
There is a section on the Auckland Regional urban Stormwater Strategy
Statement and its implementation programme. A key section covers EcoWater's
Contract with the Ministry for the Environment, with the contractual provisions,
overall scope, tasks, milestones and reporting procedures outlined.
The key outcomes described in the contract are:
- To address flood control and property protection issues in reference to
receiving environments, water quality issues and aesthetics
- To outline a process of relevance to other Territorial Authority
stormwater management objectives
- To commence with an assessment of the effects of urban stormwater
discharges on receiving environments
- To consider the development of catchment management objectives and the
application of appropriate techniques to minimise flooding
- To ensure adequate water quality and environmental protection
- To be developed with reference to the Regional Stormwater Strategy
Statement as the overall document for stormwater planning
The Project is described as part of a dynamic and ongoing process, which is
constantly evolving as more accurate information is obtained and as solutions
are implemented.
