Developing countries need financial resources and technology to enable them to implement Agenda 21. Economic growth, social development and poverty eradication are their overriding priorities.

Transfer of environmentally sound

Environmentally sound technologies protect the environment, through the reduction of pollution and waste, recycling, and sustainable use of resources. They encompass total systems, including organisational and managerial procedures, goods, services, equipment, and the technology itself.

Science for sustainable development

Science and technology play an important role in managing development and the environment. Science is continually changing and this must be reflected in the long-term strategy for development and the environment.

Education, public awareness and training allow humans to reach their full potential. They are linked to virtually all areas in Agenda 21.

National mechanisms and international cooperation for capacity-building

The ability of a country to develop sustainably is determined to a large extent by the capacity of its people and its institutions. Capacity is a country's human, scientific, technological, organisational, institutional and resource capabilities. A fundamental goal of capacity building is to enhance a countries ability to address policy choices.

International institutional arrangements

Inter-governmental follow-up and development of the findings of UNCED needs to primarily be within the framework of the United Nations. Thus, the United Nations needs to be restructured and revitalized to become more effective and responsive.

Review of international law is required to take into account the views of developing countries and environment and development issues.

Information for decision-making
(Size 10K)
At present limited quality and quantity of data on the planet's ecosystem, natural resources, pollution and socio-economic variables, coupled with poor dissemination, impairs the capacities of countries to make informed decisions. Existing indicators such as gross national product (GNP) are inadequate indicators of sustainability.
