Massey Matters Fund
Waitakere City Council supports a wide range of groups in the
community, who provide local services and activities on a voluntary
or 'not for profit' basis. As part of this support, Council provides
a grants fund called the Massey Matters Fund. This policy tells
interested groups all they need to know about this fund and how to
apply.
Please note - this is a separate
administration process to the rest of Council's funds.
Introduction
Massey Matters is a long term community development project aimed at improving quality of life in Massey. Council has initiated the project and wants to work alongside the local community and other partners to:
- build and strengthen community activity, networks and sense of local identity and pride in Massey
- improve the way Massey looks and feels and functions
The Massey Matters Fund provides small sums of money (up to $3000) to assist groups and individuals to carry out new projects that will specifically contribute to the current five outcomes Massey Matters is focused on and will:
- Build a stronger sense of community in Massey
- Provide more local community events
- Communicate and promote community involvement in the Massey Matters Project
- Increase the information base about Massey eg. local history, identifying community issues or needs
- Encourage local Massey organizations and other agencies to work together in new ways
- Build skills, leadership and confidence within the local communities of Massey
- Build a local economy and provide jobs and training locally
- Focus on young people, children and families
Current Five Outcomes Are:
- Outcome 1: Young children are healthy, ready to learn and get a great start in life
- Outcome 2: Young people have access to leisure, education, health and support services that grows them into strong, positive adults
- Outcome 3: People have access to quality local jobs, training and mentoring and community enterprise flourishes to build a local economy
- Outcome 4: People enjoy their neighbourhood and community and live a good quality of life (eg warm and safe homes, good public transport, community gardens, street activities, environmental restoration)
- Outcome 5: People feel connected and are proud of their community (eg Massey events, local art opportunities and communication channels such as the community newspaper).
In addition, this Funding Round offers an additional $6000 which has been made available to community organizations working in the Massey area through Safe Waitakere.
Community organisations whose projects align with the outcomes of Safe Waitakere are invited to apply for funding through the Massey Matters Funding process as outlined. These applications will be considered first by the Massey Matters Funding Community Committee along with a representative from Safe Waitakere. Any applications for the $6000 special fund which are unsuccessful will then automatically be transferred for consideration in the Massey Matters Funding pool of $25,000. No separate application is necessary.

Safe Waitakere background information:
The Safe Waitakere team work on a number of key community safety and wellbeing projects for Waitakere City Council. The Safe Waitakere team is structured to enable a comprehensive approach to safety related issues.
The function of Safe Waitakere is focused on developing plans, policies, partnerships and activities that deliver safer outcomes for the community in accordance with local and national strategies. Particular focus areas/themes for Safe Waitakere include:
- Alcohol
- Community Action on Youth and Drugs (CAYAD)
- Crime Prevention
- Family Violence
- Graffiti Vandalism
- Injury Prevention.
Over the past two years the Safe Waitakere team has developed an over-arching theme which can be applied across the full range of activities the team works in. Therefore, Initiatives and/or projects that support the "M8's keeping M8's Safe" theme which promote people looking after each other within the community will be of high priority and importance when allocating funds from this pool of money.
Safe Waitakere will contribute $6,000.00 for community safety initiatives.

Funding Available
For the 2010/ 2011 financial year, the total funding available from the Massey Matters fund will be $25,000.
The Special Fund of $6000 through Safe Waitakere is additional to the $25,000.

Who can apply?
To be eligible applicants must:
- Be not for profit focused
- Be wanting to contribute to the Massey Matters project outcomes and be linked to the wider Massey Matters project
- Undertake their project within Massey boundaries (please see cover map) or produce real benefits for Massey Residents.
Remember that being eligible to apply does not guarantee that an application will be successful.

What will not be funded?
- The fund is not intended to cover the day to day operational expenses of an existing group or organisation.
- Government funded institutions (unless the purpose of the grant would be for general community benefit).
- Activities aimed at promoting political party goals.
- Activities aimed at promoting religious beliefs.
- Equipment.
- Expenditure already incurred.
- Debt servicing costs.
- Activities or services that are not held/ provided within the boundaries (please see map attached) and/or produce benefits for Massey residents.
- Projects focused on financial gains or profit for the applicants.

What can be funded?
You are encouraged to consider creative and fresh initiatives that support making Massey a better place to live, work, play, grow and learn. Some ideas are:
- Local food production schemes such as a community garden
- Formation of a Farmers Market and workshops to teach people how to grow for the market
- Community enterprise initiatives that provide funds back into the community
- Collect historical photos and stories about Massey's past
- Events or networking forums to build relationships between people, groups or different parts of Massey (eg. refugees and new migrants, those with disabilities, shop owners, community organisations, young people) - these events could also be used to find out about local issues, needs or ideas for making positive change
- Street BBQs or Cul de Sac Sports events
- Top town or Top Street Challenge style events for the whole community
- Community tree planting or environmental restoration projects
- A community arts project at your kindergarten, sports club or a public space
- A community radio youth programme or a youth radio station
- Competition to do a video/DVD about life in Massey
- Youth events
- School holiday programmes which are financially accessible
- Free rugby or other sporting codes kit for youth who cannot afford to play the sport
- Activities and education programmes for at risk youth and adults
- Setting up of a new club or activity for residents
- Mentoring programmes
- Support for walking school buses
- Homework support clubs
- Home learning groups
- ESOL for migrants and refugees
- Literacy and Numeracy classes for specific groups
- Mental health programmes for youth and adults
- Leadership in community programmes
- Violence prevention
- Community Safety initiatives
- Skills sharing activities
- Basic cooking workshops
- Local food bank

How applications will be assessed
Priority will be given to:
- Projects which contribute to a number of the Massey Matters project outcomes
- Projects which involve or can demonstrate support from existing Massey community organisations
- Projects which might act as a "springboard" or platform for other longer term projects or programmes in Massey
- The track record of the individual(s) or group(s), including whether the group has met accountability requirements for any assistance received from Council in the past (if applicable)
- Demonstrated community support for the proposal
Note: any other forms of Council assistance the group is receiving may also be taken into consideration.
The relative importance of the factors above in assessing applications will generally depend on the amount of money being requested. For example we would be more willing to allocate the maximum of $3000 to a group that has an established track record, can demonstrate significant community support for the proposal, and is committed to working alongside the Massey Matters project.

Who will assess applications?
A community led funding committee will meet to decide on applications. Information about all successful applicants and projects will be posted on this website. All applicants will also be notified in writing on the outcomes of their funding application.
For the Special Fund through Safe Waitakere, a representative of Safe Waitakere will also sit on the Committee for community organisation application reviews and decisions on the $6000 Fund.

Application opening and closing dates
Applications for the Massey Matters Fund open on 1 July 2010 and close at
5pm on Wednesday ,
1 September 2010. The Funding Committee will meet in late September with decisions notified by mid October.

What to do if successful in gaining funding?
- If successful in getting a grant then the group must use the money for the purposes stated in the application. Any money not spent because the project was not started or completed must be returned to Council.
- All grants need to be picked up prior to completion of the project and must be uplifted prior to
1 November 2010. If the project is completed prior to receiving the funds then they cannot be allocated.
- In normal years, all funds need to be expended within ten months of being received, if not, then the funds are required to be returned. However, this Fund is being allocated earlier in the year because of the Auckland Council implementation on 1 November 2010, so some current Funding applicants may not have spent their Funding for the 2010 year yet. This would normally mean applicants are not eligible to apply for this 2011 Round. Because of the Auckland Council implementation, any projects from the 2010 allocations which have not spent their money by
1 September 2010 can still apply. However, applicants will need to sign a declaration stating that their project will be completed by 31 December 2010 to be eligible for this years Funding Round.
- You will be required to sign and return a Certificate of Expenditure, which request the applicant to use the funds for the use that they have been allocated for, provide receipts for any purchases or a statement of expenditure signed by an accountant.
- The applicant will be liable to return any monies granted should any breach of the conditions occur.
- Groups must prepare and present a short written report on the outcomes or results from your project and what the money was spent on. We're interested to know how each project went, who was involved in delivering the project, how the community was involved or participated, and how the project has contributed towards the Massey Matters. If required, a member of the Massey Matters Project team can help you with putting your report together.
- In addition, a basic visual record of the project needs to be recorded preferably by digital camera which Massey Matters can use for project promotion and documentation purposes. If you or your group do not have a digital camera, photos can be scanned in by the Council or we can arrange for someone to come along and take photos for you.
This information is to be provided within 3 months of completing the project. Failure to do this will require the funding to be returned and/or future funding will not be granted.
Do not forget to make a copy of your application form and keep it in a safe place for when the funding advisors contact you.
