Local Area Plan Consultation History
The Henderson Valley/Opanuku Local Area Plan
represents the outcome of a series of conversations,
meetings and workshops with members of the Henderson
Valley/Opanuku community, research into the ideas
and visions for the future, and submissions to the
first draft of the plan.
To support the preparation of the LAP and assist in
discussions, a background report was prepared for
Henderson Valley/Opanuku which outlined the history
of the area, ecological and landscape features,
socio-economic characteristics and statutory
framework for development under the Operative
Waitakere District Plan.
A further background report on the whole of the
eastern foothills of the Waitakere Ranges provided
contextual information for the LAP.

Workshops and meetings were held in Henderson Valley
between March 2009 and June 2010 and provided a
chance for the Council and residents to discuss the
natural, cultural, economic and social features that
the community values and wants to retain, and the
kind of future they want for the Henderson
Valley/Opanuku Area.

The proposed Henderson Valley/Opanuku Local Area
Plan was publicly notified in July 2010. A Hearing
Panel was appointed to hear and make decisions on
the submissions and the Proposed Local Area Plan was
amended accordingly.

Consultation on the
Foothills LAP boundaries started in 2009. The
boundary of this Local Area Plan is based on
consultation with the people of Henderson
Valley/Opanuku and beyond, and guidance from the
Waitakere Ranges Heritage Area Act 2008.

Next Steps
The next step for the council, in partnership with
the community and other stakeholders, will be to
prepare an implementation plan that will prioritise
the actions identified in the LAP to be implemented
in the short, medium and long term.
