Human Resources provide a strategic and operational
advisory service across Council, supporting managers and
staff in the achievement of human resource management goals:
To recruit and retain talented people to meet
organisational needs.
To maximise organisational capability in line with the
Council's strategic direction, goals and choices.
To assist the Chief Executive Officer in meeting good
employer obligations.
To provide a capability to enable the organisation to
effectively deal with any Employment Relations issues that
arise.
Delivers services to the organisation in a number of areas:
Advice to the Chief Executive Officer and management on
employment relations matters, organisational development
strategies, and major organisational change initiatives.
Leadership of the development and implementation of the
Council's Human Resources Management Strategy and related
policies and systems. Engaging with staff and staff representatives, including
with the PSA with whom we have a formal Partnership
Agreement.
Operation of systems and processes to support the
organisation and its staff, e.g. Employee Assistance
Programmes, corporate induction, recruitment processes.
Corporate learning and development.
Leadership of Council's response to its health and safety
responsibilities.
