Liquor Licensing Policy
Waitakere City Council adopted a new Liquor Licensing Policy on 11 November 2003.
The policy:
- complies with the Sale of Liquor Act 1989 and provides clear guidance for the Council’s Licensing Inspector, NZ Police, applicants and other interested parties.
- specifically uses the provisions within the Act to set licensed premise conditions that align with the Council’s strategic objectives and the wider national legislative framework.
- supports the Act’s intention to reduce alcohol related harm.
- identifies the broad range of alcohol related issues in the community and how they might best be addressed.
The Policy was developed with the assistance of a reference group comprising the District Licensing Inspector, Police, the Safe Waitakere Alcohol Project, Council staff and the Last Drink Survey Coordinator.
As part of the development process, a workshop was held with interested parties in April 2003. Sixty people attended, representing a range of interests, including the Licensing Trusts, Council, Health, Industry and Community.
In August and September 2003, a draft Policy was circulated to interested parties, including local news media, and published on the Council’s Internet
site.
Eighteen submissions were received on the Policy from individuals and
organisations. The submissions were generally supportive of the approach taken
in the Policy – particularly with regard to the Policy’s emphasis on host
responsibility.
