Draft Growth Management Strategy for Waitakere
Waitakere's population is growing quickly and this trend
is not expected to change significantly over the next 50
years. A significant proportion of Waitakere's workforce
currently leave the city each day for work. This strategy
provides a framework for accommodating projected population
increases whilst maximising local employment opportunities
in a way that ensures that the city remains a great place to
work, live and play well into the future.
Background
The strategy is a working draft. 2001 census data is
utilised in the Strategy. Even though 2006 is census year,
the census data will not be available until 2007. The Local
Government (Auckland) Amendment Act 2002 Hearings and
ongoing regional and local strategy development (including
associated consultation) is progressing through 2006 and
will also impact this strategy. It is therefore envisaged
that the Growth Management Strategy will stay draft until
2007 to enable review in light of this significant work.
A two part structure was developed in the strategy, so that
those that are interested in city wide issues can focus on
part I whilst those interested in how specific areas may
develop in the future can focus on part II.
Part I looks at the background and drivers for growth and
where and when growth will occur and part II looks at what
form growth could take in the future and provides more
detailed area profiles for significant growth areas across
the city.
It is important that growth is planned, coordinated, and
prioritised with other social and physical infrastructure
providers in a manner that ensures what we do today does not
foreclose on future opportunities.
Accordingly, the strategy doesn't sit in isolation and has
been developed in accordance with the key aims of both
regional and sub-regional growth strategies to provide a
basis for a more integrated form of urban development and
interrelated rural development.
The strategy considers how growth should best take place to
support positive outcomes within a broad range of
environmental issues including quality urban design, natural
resource availability, and climate change as well as
essential infrastructural requirements in the areas of
transport, water, energy, communications, and social
infrastructure.
