Notice of Requirement - State Highway 16 – Henderson Creek to Huruhuru
Road Bridge
Explanation
The New Zealand Transport Agency has lodged a Notice of Requirement with
the Auckland Council to alter the existing designation for State Highway
16 (SH 16) between the eastern banks of the Henderson Creek to west of
the Huruhuru Road Bridge.
The alteration to the existing SH 16 designation is necessary to provide
for the widening of the SH 16 motorway and to make improvements to the
Lincoln Road Interchange in order to improve capacity and the safety and
efficiency of the State Highway.
The proposed alteration to the designation applies to properties which
adjoin the existing SH 16 designation from the Henderson Creek Bridge to
80 metres west of the Huruhuru Road Bridge, and includes properties
adjacent to the Lincoln Road Interchange.
Applications for resource consent have also been lodged for the proposed
works as detailed below. These applications are for consents to
undertake activities within the Coastal Marine Area, including
reclamation, and for earthworks and the discharge of water and
contaminants. Resource consents are also required for land uses on the
proposed reclamation once it is complete.
The project that is the subject of the notices of requirement and
resource consents includes the widening of both the eastbound and
westbound SH 16 carriageways to provide three general lanes and a bus
shoulder in each direction. A new off-road shared use pedestrian/ cycle
way adjacent to the westbound carriageway is also proposed. The capacity
improvements proposed will also require widening of the existing bridges
over the Henderson and Huruhuru Creeks.
The proposed upgrade of the Lincoln Road Interchange is intended to
improve the safety and efficiency of the interchange and will require
major upgrades to the eastbound and westbound on and off ramps.
The proposed improvements will also support multi-modal transport
facilities and accordingly will incorporate bus shoulders, priority
lanes and improved facilities for walking and cycling.
The Selwood Road Bridge within the Lincoln Road Interchange is currently
being upgraded. This work is the subject of a separate Outline Plan of
Works and resource consents.
Two new bridge crossings over the Huruhuru Creek will be constructed to
provide for enlarged and modified eastbound off-ramp and westbound
on-ramps. These works will also require reclamation within the Coastal
Marine Area to form abutments for the new bridge structures and to
provide an embankment for the eastbound off-ramp.
As part of the project all water from the existing section of motorway
and the additional roading proposed will be captured, treated and
discharged via purpose-built water quality devices. These include
cartridge filters at Henderson Creek and wetland treatment ponds
adjacent to the westbound off-ramp at the Lincoln Road Interchange and
the Huruhuru Creek Bridges.
In the long-term the project will also enable the realisation of
benefits from the completion of the Western Ring Route, once other
sections of the route are in place.
Outline Plans of Works, will be lodged for the project following
detailed design and prior to construction.

Notice of Requirement
The land that is the subject of the Notice of Requirement includes
parcels of land adjoining the existing SH 16 designation identified in
the Operative Waitakere District Plan as being for the “Auckland-Kumeu
Motorway (SH16) (District Plan Reference NZTA1). The legal descriptions
