Development Contributions and Financial Contributions Policy

 

The policy expires on 1 July 2009 at which point it will be replaced by the 2009-2019 version, which is part of the Long Term Council Community Plan (LTCCP) 2009-2019.  A version of the LTCCP 2006-2016 has been published.  Development contributions are required for subdivisions and new buildings to recover Council's capital cost of city growth. Waitakere is one of the fastest growing cities in New Zealand, and this comes with both costs and benefits. Roads, parks, water, waste and other Council services and actions are needed to support new residents and businesses. The Council acknowledges that the cost of new growth should not fall completely on all ratepayers, but that a large proportion of the cost of growth should be met through one lump sum payment at the time of development.

 

The Policy

The Development Contributions and Financial Contributions Policy identifies how the Council will apply its policy, the impacts of that policy and remissions. It is intended that a 'second phase' policy be adopted for 2006-2009.

Remissions - Development Contributions Remission Form (Waiver Form & TUSC)

Generally speaking, development contributions remissions policies are only applicable for sustainable developments. Please use the TUSC (tool for urban sustainability code of practice) in the first instance.  Provide your TUSC score with a future building consent application to potentially obtain a remission.

Waiver Form Description

The waiver form is to enable reviews, reassessments and remission requests for development contributions which fall outside the Development Contribution and Financial Contribution Policy.

Circumstances to Use the Waiver Form

The waiver form is to be utilised when developers wish to have the development contribution of their project reviewed, reassessed, delayed or request a remission which does not fall within the Development Contribution and Financial Contribution Policy and / or the scope of the TUSC (tool for urban sustainability code of practice).

How to Use the Waiver Form

Please complete the waiver form and return it to the Council's Development Contribution Planner at the address listed on the form.  The review of the development contribution will be undertaken by Council's Group Manager and Council's Principal Planner.
