Local Area Plans
Local Area Plans (LAPs) are developed by the Council
and the community working together. LAPs are
provided for under the
Waitakere Ranges Heritage Area Act 2008 (the
Act) and must promote the purpose and objectives of
that Act. The purpose of the Act is to recognise the
significance of the Heritage Area and to protect its
heritage features for present and future
generations.
The essence of the LAP is that together we can
imagine, plan and influence the future. A LAP is
about thinking long-term, in generations rather than
years. The LAP informs decisions made by the Council
and others about the local area by setting out
long-term goals relating to the area's future
amenity (those elements that make the area
pleasant), character and environment. Changes to the
District Plan may also result from a LAP, either to
enable activities identified as being desirable or
to restrict those activities that would work against
the achievement of those long-term goals.
The LAP must identify the local area to which the
LAP applies. It also identifies the extent and
nature of the features in the area and this helps to
describe the area's desired future character and
amenity. The LAP then sets out objectives (goals),
policies and actions for achieving that desired
amenity. For example, the protection of ecosystems
(a heritage feature) might be achieved through a
combination of Council/community restoration
projects, conservation covenants, and monitoring.
Together these actions combine to enhance the area.

Foothills Boundaries
Consultation
The first step in preparing a Local Area Plan is to
identify the boundaries of the local area so that
everyone is sure about where the LAP applies. The
map enclosed with the
Heritage foothills - August 2009 newsletter shows draft
boundaries for the foothills LAPs. The Oratia and
Waiatarua communities have already given us their
feedback on the proposed boundaries for those
communities. They may still need to be fine tuned
during the formal consultation process and residents
will receive a letter outlining how to make a
submission.
For residents of Henderson Valley, Swanson and Anzac
Valley, this is your first chance to tell us about
where you see your communities beginning and ending.
We need you to tell us whether we have got it right,
and if not, where those boundaries should be.
The Waitakere Ranges Heritage Area Act requires the
Council to determine boundaries for the LAPs. It is
important to remember that these boundaries are only
for the purpose of defining the area covered by the
goals of the LAP. The boundaries do not affect other
aspects of the area where you live, such as your
postal area, school zone or the area covered by your
local Residents and Ratepayers organisation.
In drawing these boundaries we have considered
natural features such as streams, ecology, landforms
and landscapes. We have also taken into
consideration structure plan boundaries, roads,
access, types of land use, school catchments and
community views known to us. The only line on the
map that cannot be changed is the Heritage Area
boundary (indicated in red on the map). LAPs can
only apply in the Heritage Area.
All residents within the foothills will have
received a newsletter with an enclosed boundary map
and survey. Please look at the map and feedback form and return it to us with any changes you think
should be made to the boundaries. Please let us know
your reasons for the changes you have made.
Feedback on the foothills boundary closes on
25 September 2009.

The below diagram shows some of the actions required
to progress the current Oratia and Waiatarua Local
Area Plans as well as actions for the future LAPs in
Opanuku/Henderson Valley and Swanson/Anzac Valley.
It does not contain all related tasks for each Local
Area Plan.
