Triennial Elections 2007
Election Day was Saturday, 13 October 2007. Votes must have been returned by noon
that day by post or at drop off points at Waitakere City Council or at Waitakere
Libraries.
Summary
Elections for all New Zealand local authorities are held every three years by
postal vote. They are referred to as triennial elections.
The elections are conducted under the provisions of the Local Electoral Act
2001, the Local Electoral Regulations 2001, and the Local Government Act 2002.
The lastest triennial local government elections was held on Saturday, 13
October 2007.
Nominations for all positions opened on Friday, 27 July 2007 and closed
at noon on Friday, 24 August 2007. Nomination forms were available during
this period from Council's Electoral Office.
Voting documents were sent to all eligible electors, by post, from Friday, 21
September 2007.

Waitakere City Council Election 2007
Elections were required for the following positions:
- Mayor(1)
- Councillors (14): four Councillors each for the Henderson, New
Lynn and Massey Wards, and two Councillors for the Waitakere Ward.
- Community Boards (20): five Members each for Henderson, New Lynn,
Massey and Waitakere.
- Auckland Regional Council (2): two Regional Councillors for the Waitakere
constituency.
- Waitemata District Health Board (7): seven Members elected from the DHB area
as a whole (comprising – Rodney District, North Shore City and Waitakere
City).
- Portage Licensing Trust
(7): two Members each for Ward 2 -New Lynn, Ward 3
- Glen Eden, Ward 4 - Titirangi-Green Bay, and one Member for Ward 5 - Kelston
West. Note: Ward 1 is in Auckland City.
- Waitakere Licensing Trust (7): two Members for Ward 1 -Te Atatu,
three for Ward 2 - Lincoln, and one each for Ward 3 - Waitakere and Ward 4 -
Henderson.

Voting system for 2007
Councils were offered the choice of two voting systems for the 2007 Triennial
Elections. One system is the traditional First-Past-the-Post (FPP) system under
which electors vote for one person per seat and the candidate with the most
votes wins. The alternative is the Single Transferable Vote (STV) system, a
complex system under which electors rank all the candidates, with their
favourite at the top of their list and their least favourite at the bottom of
the list.
On 31 August 2005, the Waitakere City Council resolved to stay with the
First-Past-The-Post (FPP) electoral system. Residents were advised in a public
notice of this decision and of their right to demand a poll to change the
decision.
No demand from electors for a poll was received by the deadline and therefore,
the Waitakere City Council used the First-Past-the-Post (FPP) system in the 2007 Triennial Elections.

Representation Review
The Council was required under the Local Electoral Act 2001 to review its
representation structure for the 2007 Triennial Elections and future Elections.
Such a review examines the number of councillors, the number of wards and ward
boundaries.
In October 2005 Council resolved not to introduce Maori wards for the 2007
Triennial Elections. This was the first year Council was enabled to make a
decision regarding Maori wards. Electors were entitled to demand a poll on this
issue, but did not do so.
During 2005 and 2006 Waitakere City Council undertook its
Representation
Review to decide on a ward structure for the 2007 Triennial
Elections and future elections.
On 19 December 2006 the
Local Government Commission announced its decision on
Waitakere City Council’s membership, ward and community board arrangements for
the 2007 Triennial Elections.

Electoral Rolls
All residential electors and non-resident ratepayer electors whose names
appear on the electoral rolls are eligible to vote in their local government
elections. The preliminary electoral rolls, one for each ward, were available
for public inspection at the Council’s Electoral Office,
Waitakere City Libraries and
NZ Post shops within Waitakere City, from Friday, 27 July 2007 to Friday, 24
August 2007.
Copies of the rolls were also available for purchase at this time. Copies
of the 2007 Master (marked) rolls will be made available during normal office
hours and for purchase on request at anytime until Saturday, 9 October 2010
(Election Day).
Residential Electoral Roll
All parliamentary electors are automatically enrolled on the local body
residential electoral roll at the address where they live. A confirmation card
was issued to all parliamentary electors during July and August 2007.
Any changes to the residential electoral roll (address details, etc) can be
made by:
- completing the appropriate form, parliamentary elector’s enrolment, at
any post shop; or
- by telephoning 0800 ENROLNOW (0800 367 656); or
- by accessing the Electoral Enrolment Centre website on
www.elections.org.nz.
Ratepayer Electoral Roll
If a person is on the parliamentary electoral roll in one council area and
pays rates on a property in another council area, they may be eligible to be
enrolled on the non-resident ratepayer roll. People, who qualify in two or more
different community boards within the same city or district, may vote for the
community boards in all of those places; likewise people who qualify in two or
more cities or districts may vote for the council in those cities or districts.
A firm, company, corporation or society paying rates on a property, may nominate
one of its members or officers as a ratepayer elector (provided the nominated
person resides outside of the area). Likewise, where a property is owned and
rates are paid by two or more individuals, they may nominate one of their
number, who must be a parliamentary elector not resident in the City, as a
ratepayer elector.

Voting period
Voting documents were sent to all eligible electors by post from Friday,
21 September 2007.
All completed voting documents needed to be in the hands of the Electoral Officer or
Deputy Electoral Officer by noon, Saturday, 13 October 2007.
The voting period was three weeks until noon, Saturday, 13 October 2007. Electors
may have posted their completed voting papers using a pre-paid envelope, which
was sent with the voting documents. A polling place for the issuing of special
voting papers and to receive completed voting papers, was available at the
Electoral Office from Friday, 21 September
2007 until noon on Saturday, 13 October 2007.
Electors were also able to drop off their voting papers at
Waitakere City
Libraries, during normal hours until noon on Election Day, Saturday, 13
October 2007.
Preliminary results were released progressively as early as possible on
Election Day and published on this site.
