Urban Growth in Northern Waitakere
The Northern area of the city around Massey North, Westgate and Hobsonville
has for a number of years been identified as a potential area for further urban

Introduction
Waitakere City is growing fast. Its population will continue to grow rapidly
over the next ten to twenty years. It will be a challenge to have places where
everyone will live and work.
There is now very limited space within the developed urban areas of the city
where any new housing, business, industry or other activities can go.
Waitakere, along with other councils with areas along the city limits around
the Auckland Region, is seeking planning changes with the Auckland Regional
Council to extend what is called the Metropolitan Urban Limit (MUL) as a way of
providing for the growing cities of the region.
Waitakere is seeking to change its District Plan to allow urban development
in these areas. Planners sometimes refer to the areas collectively as NORSGA,
the Northern Strategic Growth Area.
A range of plans are underway with different government agencies to cope with
the growth. We will shortly see new motorways developed in the area, a revamped
and extended city centre at Westgate, an extended town centre at Hobsonville
Village and marine industries and housing on and around the old Hobsonville
airbase.
The development of Waitakere's North West provides an exciting opportunity to
boost the city's economy and provide better services and opportunities for
people living in the area.

Massey North, Westgate, Hobsonville Village, the airbase, the area known as
the "Hobsonville Corridor" and Whenuapai all fall into the Northern Strategic
Growth Area (NORSGA).
A range of activities have been carried out over the past six years to get
public feedback about plans for these northern areas of the city.
A mayoral taskforce was set up in 2000 and a number of workshops carried out to
put together a vision for the area's future.
